Deficient water supply in Dwarka; HC asks govt, DJB to respond

The Delhi High Court on Wednesday sought responses from the city government, DDA and Delhi Jal Board on a PIL seeking immediate measures to ensure adequate water supply to Dwarka area in the national capital.

A bench of justices Pradeep Nandrajog and Jayant Nath also asked the DDA, which had developed a model township at Dwarka in 1992 and supplies water in the area, to provide the site and lay out plans of existing water pipelines. The plea has sought a direction that instead of DDA, the DJB be handed over the infrastructure in Dwarka area for ensuring the equal distribution of available water in the city. ‘Since the summer is approaching, the distribution of water assumes immense significance,’ it said and fixed the PIL, filed by registered society Dwarka Forum, for further hearing on 15 May.

‘It is pertinent that the Dwarka sub-city does not get water supply through pipeline and Dwarka residents get water from water tankers by the DDA,’ the plea said, adding that the residents have not been able avail the scheme of 700 liter free water as there is no DJB pipeline stalled in the area. Dwarka needs 10 million gallon water a day and in contrast, it gets only 3.5 million gallon per day, the plea said. ‘To issue a writ of mandamus ... directing immediate steps to be initiated by the respondents (Delhi government, DDA, DJB) to provide water to the residents of Dwarka,’ it said.

It has also sought action against the persons who have been illegally taking water from the pipelines. The plea alleged the residents and the forum have been taking up the issue of deficient water supply in the area with authorities but no concrete action, so far, has been taken. It also said the issue of supply of adequate potable water ‘should not be linked to availability of raw water from Haryana.’ ‘The DDA shall not develop new area till water is made available to already planned developed colonies,’ it said.
