DDA passes regularisation of city farmhouses

The long pending decision of regularising farmhouses was cleared at a board meeting of the Delhi Development Authority (DDA) on Friday. The board has decided that 15 per cent of the built up area of all existing farmhouses in the proposed urban extension area that had come up prior to 7 February, 2007 and also those where sanctions had been sought prior to that date but accorded later, shall be regularised and redesigned as country homes.

Congress representatives supported the 15 per cent built up area, whereas BJP representatives had demanded that 5 per cent area should be considered for regularising. According to BJP representatives, rather than legalising rich people's farmhouses, it is the regularisation of colonies that require attention.

The floor area ratio (FAR) and penalty for the farmhouses for regularisation above 15 per cent would be decided by the Ministry of Urban Development. To accommodate all the existing
farmhouses, the authority has decided to bring farmhouses spread over one acre (4,000 metres) and above of land under the new policy. Farmhouses covering an area below one acre would not have to face any hurdles.

At present, the minimum land requirement to build a farmhouse in Delhi is 2.5 acres.

There are 2,731 farmhouses in Delhi that are covered by the rules framed by the DDA and the MCD and it was learnt that together they cover approximately 6,000 to 7,000 hectares of land.
 
The policy will include areas in Mehrauli, Neb Sarai, Ber Sarai, Satabari and Chhattarpur. Many illegal farmhouses have been built on agricultural lands in these areas, and people have been awaiting regularisation of farmhouse for many years.
