TERROR ALERT IN DELHI AFTER HOAX CALL
A day after the Central Industrial Security Force (CISF) put all nuclear installations in the country on alert due to indications of a threat following a multi-state terror crackdown, other important installations under CISF in Delhi were also given instructions to be extra cautious.
Besides, the Delhi police also strengthened security at crowded places in the city in view of the threat.
Meanwhile, a hoax call received by Gurgaon police alleging that a bomb has been placed at Gurgaon Railway station sent the city cops into a tizzy. ‘At about 11.20 am, a call was received at the police control room of Gurgaon, informing about a bomb that has been placed at the railway station. A team of bomb disposal squad reached the station to defuse the bomb.
Three teams, including Railway Protection Force, General Railway Police and Bomb Disposal Squad reached the railway station. After two-hour operation, the authorities did not find any bomb or explosive and the teams returned. Now the General Railway Police and the local Gurgaon police are trying to trace the caller of the hoax call.
The alert had come after the Karnataka terror probe was widened and anti-terror squad (ATS) arrested four suspects in Nanded, Maharashtra, and one in Hyderabad. Karnataka police had apprehended 11 suspects after an intelligence input from Andhra Pradesh. The Maharashtra ATS had on Friday seized two foreign-made revolvers and 14 rounds of ammunition from the four accused in Nanded, identified as Mohammed Akram, Mohammed Illyas, Mohammed Muzzamil and Mohammed Sadiq.
Recently, the security agencies had given information to the Home Ministry that there was a possibility of serial blasts by a Pakistan-based terrorist group.
Also, the agencies provided information that four terrorists have managed to enter the capital with expolsives. These terrorists alleged ly belong to Laskar-e-Toiba (Le). Of the four, two are alleged to be suicide bombers.
Due to the high level of security in the capital, many routes were jam-packed , including Ghazipur, Ashram, ITO, India Gate and Sarai Kale Khan.

A 23-year-old Bachelor of Business Administration (BBA) student’s chopped body was found near a railway track in east Delhi, police said on Sunday. While police says it is a case of suicide, victim’s family claims he was murdered.
Body parts of the victim, Paras Bhasin, were found scattered near east Delhi’s Pandav Nagar railway track on Saturday around 4.15 pm.
His father, Sanjeev Bhasin, said, ‘My son left home around 3.30 pm on Saturday. Around 4.15 pm, we received a call about his death from an unknown number.’
‘I rushed to the Pandav Nagar track with my family and informed police,’ he added. Police said the body has been sent to Lal Bahadur Shastri hospital for post-mortem. The head is yet to be recovered. ‘Initial investigation suggests that it is a case of suicide as the victim’s body parts were recovered within 100 metre radius of the track. In 90 per cent cases, it happens when someone comes in touch with a fast running train,’ said a police official.
Refuting police investigation, the victim’s family claimed that it was a cold-blooded murder, and they suspect the family of Paras’ girlfriend. ‘Paras was secretly married to a girl who belonged to a rich family. She currently stays in Uttar Pradesh’s Ghaziabad. They got married in May against the wishes of her father,’ said Uday Bhasin, the victim’s brother.
Uday added that the girl’s father used to threaten Paras. ‘He also used to call my father to warn Paras. Despite his threats, the two got married secretly. They wanted to make the marriage official after Paras finished his studies and started working,’ he said. Police said they are investigating the case from all possible angles.
MCD OFFICIAL TO BE CHARGED FOR NOT RAZING ILLEGAL CONSTRUCTION
A Delhi court has given green signal for prosecution of an MCD official for favouring a five star hotel and not demolishing its unauthorised construction in lieu of monetary benefits.
Finding prima-facie evidence against Municipal Corporation of Delhi (MCD) Junior Engineer Jagbir Singh, Special CBI Judge Rakesh Syal said the accused being a public servant had abused his official position.
‘The accused, by corrupt or illegal means or by abusing his position as a public servant obtained for M/s Uppal Properties Pvt Ltd a pecuniary advantage without any public interest by not demolishing the unauthorised construction at Uppal Orchid Motel,’ the court said.
Fixing 5 September for framing of charges in the case, the court said there are grounds for presuming that the accused has committed offences punishable under section 218 (public servant framing incorrect record to save person from punishment or property from forfeiture) and 417 (cheating) of the IPC and under Section 13 (2) read with 13 (1) (d) of the Prevention of Corruption Act.
On a complaint filed by Kalyan Sanstha Social Welfare Organisation here, the Delhi High Court in 2006 had issued direction to the authorities to carry out demolition but it was not done. The CBI was probing the matter on the direction of the high court, which had ordered lodging an FIR against Singh and two others including the Hotel but they were discharged due to lack of evidence.
RAPIST JAILED FOR 10 YEARS
A youth has been been sentenced to 10 years in jail by a Delhi court for gangraping a girl along with his three friends, including two juveniles in 2010. Additional Sessions judge (ASJ) Ravinder Dudeja ordered jail term for Delhi resident Rambir after holding him guilty of raping the 18-year-old girl after kidnapping her from roadside in East Delhi where she was waiting for her office cab. The court convicted Rambir, rejecting his contention that the girl was friendly with him and lodged a false case of rape against him following some quarrel with one of his friends. ‘It is inconceivable that an unmarried girl would go to the extent of staking her reputation and future in order to falsely set up a case of rape on the accused on account of a quarrel with friend.
LIFE TERM FOR THREE KIDNAPPERS UPHELD
While upholding life terms awarded to three persons for trying to kill a minor boy after kidnapping him for ransom nine years ago, the Delhi High Court has set aside the trial court’s stipulation that the convicts would not be freed unless they spend 35 years in jail.
‘In our view, considering the facts and circumstances of the case, there was no justification for imposing this condition (of no remission in sentence before 35 years of actual jail term). The same is ordered to be modified and the sentence awarded to the appellants would be imprisonment for life with fine of Rs 25,000 each,’ said a bench of justices Sanjiv Khanna and S P Garg, while upholding the life terms awarded to city residents Rajender Kumar, Riazuddin and Sanjeev by the trial court, but setting aside the trial court’s stipulation. ‘The convicts shall not be considered for grant of remission till they undergo an actual sentence of thirty five years,’ the trial court had ruled while sentencing the trio.
The prosecution case dated back to 4 March 2003 when the police had received a complaint from a Rohini resident that his seven-year-old son had gone missing.
The police found the seven-year-old boy lying abandoned near Shiv Mandir on Lawrence Road near Keshav Puram in north-west Delhi next day. The court accepted the testimony of the victim’s father who had stated that on 5 March 2003 morning he had received a telephone call at his house from the kidnappers to arrange Rs four lakh for the release of his kidnapped son or else he would be killed. The man had also found a ransom note lying at the gate of his house after which he along with his neighbour had gone to the police station to lodge the complaint.
SIX HELD FOR DEALING IN FAKE PRECIOUS STONES
Central district police has arrested six persons, including a woman, for cheating several people on pretext of providing them fake cobra pearl (Nag Mani). ‘The accused have been identified as Vidyut Kumar Banerjee, 42, Abu Bakka Mandal, 53, Sanjit Pal, 36, Satender Kumar Singh, 44, and Kiran Lohia, 40. They were arrested on Saturday from near New Delhi railway station, following a complaint by Abdul Wahid, a businessman in his 40’s,’ said Devesh Chand Srivastava, Deputy Commissioner of police (central).
The gang, which has been operating for the last three years, has cheated several people in different parts of India, such as Jodhpur, Jaipur, Kolkata, Bangalore, Chandigarh, Himachal Pradesh and Delhi. ‘They cheated Wahid on 25 August. They took Rs one lakh from him in advance and demanded the remaining money on 1 September, near the New Delhi Railway Station. Wahid, however, grew suspicious and contacted a police patrol team. The accused were immediately arrested.
During interrogation, the accused disclosed that they worked for a Kolkata-based company and answer to one Dhingan, who deals in fake precious items. Banerjee and Lohia used to test the originality of the items to impress the buyer and the other three persons used to display the uniqueness of the items to trap buyers.
‘While displaying the cobra pearl to the customers, they used to put it in a golden box already fitted with cotton and a small electric bulb. With the help of a remote, hiding in their pocket, they switched the bulb on and off, which gave an impression that the pearl was sparkling,’ said Srivastava.
Sometimes, they used put some Eno powder on the pearl and put it in a glass of water. Initially, the pearl would submerge, but after a few seconds, would come up, an official said.
HC UPHOLDS SACKING OF CRPF CONSTABLE
Nearly 15 years after a constable was sacked for attempting suicide, the Delhi High Court has upheld the CRPF’s decision to dismiss him saying the employer did not require to prove the incident.
‘We dismiss the writ petition...,’ Justices Pradeep Nandrajog and Manmohan Singh said, adding, ‘What we intend to bring out is that the onus to prove a motive for an attempted suicide cannot be on the shoulders of prosecution at a domestic inquiry.’
Raghubir Singh, who had joined CRPF as a constable in 1994, allegedly fired two gun shots at himself on the evening of 17 June 1997 at Gorisagar in Assam during election duty. The disciplinary authority imposed ‘penalty of dismissal from service’, which came into effect from 31 January 1998.
Seeking his job back, Singh told the high court that he never attempted suicide and was under ‘mental pressure’ when the incident took place and ‘what happened thereafter was beyond his comprehension’.
The court said that in the ‘absence of any credible explanation given by the petitioner and the attempt to cover up the incident by feigning ignorance, requires an inference to be drawn against the petitioner’, and added that it concurred with the findings of CRPF’s disciplinary authority.
‘It is apparent that since the petitioner had suffered two gunshot wounds from his service weapon, and he was alone at the time when he received the gunshot wounds, it is he alone who knows what happened and it was for him to state the correct facts as to what happened when he fired at himself,’ it said.
