However, what’s surprising is the measly rate being quoted by the police for the contract killing. Surprised at the modus operandi of the crime a senior police official said that the incidence of contract killings had gone down over the years and Khan’s murder was indeed a shock for the people in the department who believed that engaged in their gang wars criminals had no time to take “supari” for contract killings.
“The murder of MM Khan has brought back the attention of the cops to contract killings of the past. Between 2004 and 2011, many cases of contract killing were reported in the Capital. Khan’s killing has brought back memories of hotelier Dilip Sultani’s murder in the posh Safadarjung Enclave area of South district,” said the cop.
According to police, Kakkar had contacted his personal security guard — Ram Phool to eliminate MM Khan. He contracted him for Rs 2 lakh and paid Rs 50,000 as advance. Ram Phool got in touch with Israil who worked as a bouncer at Kakkar’s hotel in Greater Kailash. The hotel was shut down and Israil was without a job while Ram became Kakkar’s bodyguard.
“Israil further contacted his cousin Saleem who was aware of the topography of Jamia Nagar area as he was a recovery agent of a finance company in that area. Saleem contacted one Amir who was a local criminal of that area, who put him through to Bilal and Anwar Omais, the contract killers,” said the cop pointing out that both Bilal and Omais had no police record.
Arrest of notorious contract killer Jaggu Pehelwan by the Special Cell way back in 2011 had revealed
that the going rate then was Rs five lakh for each kill. Given these rates, it’s difficult to buy the theory that Khan was bumped off for a mere Rs two lakh. In the Dilip Sultani case the contract killers were based in Greater Noida. One of the killers was identified as Manoj alias Chavanni, a petty
criminal. While the other was a notorious dacoit from Dhankar in Greater Noida.
A senior cop who was part of the investigation said Sultani was a land aggregator. He was friends with the Sarpanch of Nathupura village in Greater Noida. They, however, parted ways after Sultani engaged an aide of the Sarpanch separately for his business deals. The officer said that the Sarpanch had paid the two contract killers Rs 10 lakh each to eliminate Sultani.
