Cong manifesto likely to be silent on statehood demand

The Delhi unit of the Congress had mentioned full statehood for Delhi as one of its election promises in its manifesto in the year 2003. However, the party’s promise disappeared from its manifesto of 2008.

However, the 2013 manifesto has reportedly laid emphasis on construction of double-decker roads, two corridors of mono rail, three corridors of light rail- transit (LTR), trams system, vending machines for ration distribution on the pattern of Mother Dairy Milk booth and strengthening of social schemes such as Laadli Yojana, Bhagidari-Part-2 and Food Security Schemes, among others.

Earlier, talking about the party’s poll promises, Dikshit said at a news conference: ‘Delhi has seen continuous progress in the past 15 years and the development is visible. In our manifesto, which will come out soon, we will talk about the steps for the future.’

The three-time chief minister had said that it was a matter of ‘shame’ that the city lacked public toilets and announced that every constituency will have 20 women toilets if her party is voted back to power.

But Congress did not manage to fulfil several key election promises made during the last assembly election. One of the problems that the Congress could not solve successfully was dealing with the city’s water crisis, especially the crisis in unauthorised colonies.

With many underground reservoirs and Okhla and Dwarka water treatment plants lying empty and dry in the absence of water supply, the government also failed to provide water in many areas of Delhi.

The Sheila Dikshit government, however, blames the Haryana government for not providing 80 MGD of raw water from its share after construction of Munak Canal. Delhi gets around 835 MGD of water against the demand of 1,000 MGD.

Dikshit has always blamed the existence of multiple authorities as the reason for creating obstacles in development.

But the Congress party never raised full-statehood demand after coming to power and now the party is reluctant to include this demand in its manifesto.

Apart from full statehood, the party also failed to provide residential units to 10 lakh slum dwellers,
as promised in its manifesto in 2008.
