Civic bodies re-schedule budget session ahead of elections

‘The municipal commissioner is directed to present his budget speech on 19 November as we want to pass the budget before Model Code of Conduct comes into effect,’ said Mohan Prasad Bhardwaj, chairman of the standing committee of North DMC in the meeting of the committee on Wednesday.
The municipal secretary had presented the proposal to the committee to allow the commissioner P K Gupta to present his budget speech on 10 December.

‘We have no objection to pass the budget earlier, as we are always committed to provide maximum possible benefits to the people and expedite development works,’said Mukesh Goel, leader of the opposition. The budget session of the civic bodies starts with the presentation of the budget speech by the commissioner in the budget meeting of the standing committee which is generally scheduled in the first half of December.

The budget speech follows discussion by the members of the budget proposal of the commissioner in various statutory and adhoc committees which send their budget demands to standing committee chairman. The discussion is followed by budget speech by the chairman which is further discussed for approval, the budget thus passed by standing committee in present in the meeting of the house for final approval. The entire deliberation process takes around two months.

‘We will expedite the process at each level so that it could be passed before elections are announced,’ said Bhardwaj.

South DMC is however, planning to post-pone it’s budget session.

‘We are yet to discuss the issue but the final budget is likely to be passed in February, after assembly elections are over,’ said Subhash Arya, chairman of the standing committee in SDMC. He further added that the municipal commissioner can present his budget before elections and discussions could continue without any financial approval during the implementation of Model Code of Conduct. The East MCD chairman of standing committee B B Tyagi, also said that he is yet to take up the issue but a final decision would be taken after consulting the party.
