‘Delhi has achieved 100 per cent coverage in respect of installation of Set Top Box [STB] thus ensuring smooth transmission to Digital Addressable System [DAS]. This has facilitated switch over the existing Analogue Cable Television Network to Digital Addressable System’, said Chief Secretary PK Tripathi on Friday. In Delhi, there are 33.41 lakh households with TV penetration of 88 per cent.
It may be recalled that the Central government took the decision to switch off the existing analogue cable television networks to the DAS.
The Cable Television Networks [Regulation] Act,1995 has accordingly been amended. The Amendment Act provides, inter-alia, for mandatory switch-over of the existing analogue cable television networks to DAS in Delhi by 31 October.
The DAS system essentially means that all television channels on cable networks will henceforth be in digital [encrypted form] and a consumer/viewer of cable television will require a STB to be attached to his/her TV set to watch television programmes.
Meanwhile, Delhi government has appointed District Magistrates and all Sub-Divisional Magistrates as authorised officers within their local limits of jurisdiction, for the purposes of section 11,18 and 19 of the Cable Television Networks [Regulation] Act,1995.
Any complaints regarding carrying signal in analogue mode by LCOs/MSOs or any other person, should be made to the concerned area SDM.
Further, Department of Excise, Entertainment & Luxury Taxes has set up a control room to receive the complaint regarding over charging for providing Set Top Box and any such complaints for implementation of DAS from the scheduled date of 1 November.
The control room will be headed by assistant entertainment tax officer and the complaint may be made during the office hours.
