‘Chargesheet within 20 days of arrest over rape’

After facing huge flak over the issue of women’s safety, Delhi police announced that it will file the chargesheet against all rape case accused within 20 days of their arrest. The Capital’s top cop Bhim Sain Bassi on Friday said in an annual press conference if due to some technical reason the investigating officer is unable to file the chargesheet, the official has to inform his senior about that, following which the senior official would look into the matter to decide further course of action.

‘With a new order, the chargesheet in any rape case will be filed within 20 days of the arrest of the accused,’ said Bassi. Previously, it was 90 days from the date of arrest. Ehtesham Hashmi, a Supreme Court advocate said, ‘It is a very energetic announcement from Delhi police and being a part of legal fraternity, we appreciate this step.’

Meanwhile, police data has indicated cases of molestation of women have seen a dramatic rise from 653 in 2012 to 3,347 in 2013 – a whopping increase of over 412 per cent. Similarly, rape cases also went up from 680 last year to 1,559 this year and in 96 per cent of the cases, the victim was known to the accused. ‘Strict instructions have been given to police stations that each and every complaint be registered, and people not be turned away. This is why (the number of) cases have increased,’ Bassi added.  ‘Shanti, Sewa and Nayay’ – a new slogan has now replaced the old saying ‘Satyamev Jayte’ encrypted on the red flag below the Delhi police emblem.
