Capital to get Rs 243 cr more

Delhi Chief Minister Sheila Dikshit, who is also in charge of the Finance Department said on Thursday that under the Union Budget 2013-14, allocation for Delhi under the Central Plan Assistance has been hiked by Rs 243.70 crore, 27 per cent more than the amount allocated in the last budget. Thursday’s Budget allocates Rs 1143.70 for the National Capital, whereas last year the figure was just Rs 900 crore.
An amount of Rs 200 crore out of the total hike of Rs 243.70 crore has been allocated just for JNNURM. From Rs 500 crore in the last Budget, the allocation for JNNURM in Thursday’s Budget has gone up to Rs 700 crore.
Further under JNNURM, the amount allocated for Rajiv Awas Yojana has been increased by Rs 75 crore (from Rs 5 crore to Rs 80 crore). The fund allocation for the Urban Infrastructure Governance has been increased by Rs 120 crore (from Rs 350 crore to Rs 470 crore).
Further, Rs 5 crore has been added to the fund allocation for the Housing for Urban Poor (from Rs 145 crore to Rs 150 crore).
Funds allocation under normal Central Assistance has gone up from Rs 281.75 crore to Rs 309.92 crore, a hike of Rs 28.17 crore. Rs 10 crore has been allocated for the first time to Rashtriya Krishi Vikas Yojana to improve the quality of vegetables available in Delhi.
Fund allocation for the National Social Assistance Programme has been increased by Rs 6 crore (from Rs 48.60 crore to Rs 54.60 crore).
DELHI BJP SLAMS BUDGET
Unhappy with the Budget allocation for the National Capital, Delhi BJP president Vijay Goel said on Thursday that the Union government is continuing with its step-motherly treatment with Delhi and that Delhi Chief Minister Sheila Dikshit has failed to pursue the Centre to give Delhi rightful share in the Union Budget.
'The allocation for planned expenditure of Rs 325 crore has remained unchanged for the past 10 years. Dikshit could not take a single paisa more from the Union government,' said Goel. He further demanded that Delhi be given complete statehood and its due share in the Union Budget. 'Complete statehood is a prerequisite for Delhi's rightful share in Union taxes,' added Goel.
He also criticised the tax provisions, saying one per cent additional tax on sale and purchase of property of more than 50 lakhs is a burden on customers. 'Seeing the rate of properties in the city the tax limit should have been increased,' he claimed. Goel also criticised the increased tax rate on set-top boxes - from five per cent to 10 per cent - and also the six per cent tax on mobile phones.
He further added that the cost of living in the city has increase owing to price rise and demanded that the government increases the limit of income tax exemptions. 'People are facing the heat of price rise, be it in the kitchen, commuting, or property. The government must adopt some measures to avail more disposable income in their hands,' Goel said.
