CAG audit runs out of BSES files

‘Noticeable delay’ in handing over files to CAG has continued despite CAG Shashi Kant Sharma writing to lieutenant governor Najeeb Jung on 16 June expressing annoyance over the delay. In his letter, Sharma raised serious questions over the functioning of the top bureaucrats of Delhi government for not playing the role of facilitator ‘effectively’ despite having 49 per cent share in the power DISCOMs. Sources said, even five months after the CAG’s missive, the audit is moving at snail’s pace in absence of the ‘crucial files’.
‘Those who are engaged in the audit of DISCOMs cannot wait for infinite period for the crucial records required for the audit as ordered by the high court,’ a well-placed source said. In the context of Tata Power Delhi Distribution Limited (TPDDL), he added, ‘They have submitted almost all the relevant files but we are yet to receive some of the important files related to two other companies.’
It has been learnt that BSES Rajdhani and Yamuna have held back eight and three files respectively relating to ‘Planning, Project Formulation, Award and Capital Expenditure’. In terms of ‘Operation and Maintenance’ nearly nine files out of 33 (including both BSES Rajdhani and Yamuna) are yet to be handed over to the audit agency.
On ‘the subject of Metering, Billing and Collection from Consumers’ nearly seven crucial files out of 58 (including both BSES Rajdhani and Yamuna) were yet to be handed over to CAG.
And that’s not all. On Corporate Governance, Monitoring Internal Control, at least eight important dossiers out of 35 asked by CAG is still to be submitted. Sources said, the company has carefully chosen these files and is delaying in handing them over to CAG to avoid the unraveling of a possible scam.
Well-placed sources said, the number of pending files could me more but to reach some conclusion these 35 files are crucial.
