The Delhi government is all set to abolish Rule 81 of the Land Acquisition Act in its cabinet meeting which is likely to be held on Saturday. The abolition could provide relief to lakhs of people living in Delhi’s village areas by regularising their land.
Regularisation of the farm land will help residents get their properties registered and carry out construction work after their building plans are cleared.
According to the Act, no agricultural land can be used for construction of houses and any other purpose. Lifting of the legislation would allow residents to use their land for building houses. ‘As per existing norms under the Act, if a person tries to start construction on agriculture land the sub-divisional magistrate immediately subjugates the land under question by converting into Gram Sabha land,’ sources said.
A separate Cabinet note is expected to be brought before the cabinet by the department of revenue in the matter to ensure relief for village residents.
Chief Minister Sheila Dikshit is likely to make an announcement in this regard at a farmer’s rally in Talkatora Stadium on Saturday itself. The rally is reportedly being organised by Congress leader Sajjan Kumar. An officer in the revenue department said that after the cabinet approves the move the proposal will be sent to the ministry of urban development for approval.
The cabinet meet is also likely to approve the inclusion of the city’s homeless into the government’s flagship Annshree Yojna because the government is facing trouble finding eligible beneficiaries to meet the two lakh target.
According to sources, the department of food and civil supplies has been asked to return to the cabinet meeting with a reworked proposal.
