The state cabinet on Monday gave its nod for the construction of a new district court complex to replace the existing Patiala House Court Complex. The new complex will be constructed on Deen Dayal Upadhyay Marg (DDU), at an estimated cost of Rs 306 crore. It also approved a proposal to enhance the amount for giving of desktops/laptops at the residence of approximately 700 judicial/executive officers under the city government. The decisions were taken at a cabinet meeting chaired by chief minister Sheila Dikshit.
While briefing the media after the meeting, Dikshit stated that Patiala House, which currently houses the New Delhi District Courts, has become too congested and its ambience has degraded due to unauthorised constructions within its premises. Hence, it has been decided to shift the complex at DDU Marg (Rouse Avenue) after the Ministry of Urban Development was allotted a plot measuring five acres from the Land and Development (L&D) office.
The Patiala House Court complex is currently handling many sensitive cases, including the Naina Sahni murder case and Delhi Development Authority scam case. For over 3,500 lawyers, only 800 chambers have been provided. There are about 50 courts and over one lakh cases still pending. The sad state of affairs extends to the fact that it has only two toilets for a large number of litigants, lawyers and clients.
The new court complex will be constructed within an area of 7.5 lakh sq. feet. The complex will be centrally air-conditioned and construction will strictly follow environmental norms that will house 41 court rooms on 8 floors and provisions will be made for double parking. A separate auditorium with capacity of 200 persons will also be constructed.
Solar panels are to be used for the provision of electricity and proper traffic management in and around the complex. The government has taken care of security by deciding to install an automatic security system in the building.
