Cabinet dissolves Delhi assembly; EC to call for fresh poll

Under the current situation, the Election Commission will announce fresh assembly elections. The decision to dissolve the assembly was taken after leaders of the Bharatiya Janata party (BJP), Aam Aadmi Party (AAP) and the Congress on Monday told lieutenant governor Najeeb Jung that they do not intend to form or join any government but sought elections to end the political uncertainty in the national capital city.

It was for the first time since provision of assembly and state government was implemented in 1993 that Delhi faced President’s Rule. In the first assembly BJP had got majority followed by three successive wins by Congress under the leadership of former Delhi chief minister Sheila Dikshit.

The Election Commission of India had issued by-poll notification, which was scheduled on 28 October, however, not even a single candidate has filed nomination papers. The three assembly segments- Tughlaqabad, Mehrauli and Krishna Nagar assembly seats fell vacant after BJP MLAs Ramesh Bidhuri, Parvesh Verma and Harsh Vardhan were elected MPs. ‘After dissolution of the assembly, the EC will de-notify the notification for by-poll elections,’ said a senior officer of Delhi Election Commission. The poll panel is likely to announce fresh dates for the election of the sixth assembly in the city before February as Delhi Election Commission will complete updation of electoral list by 15 January.

Reacting to the development, BJP termed the dissolution of the assembly as natural process but AAP convener Arvind Kejriwal claimed that the centre was forced to take the decision due to his persistent protest and social vigilance. ‘BJP tried to form the government by horse trading but we exposed their efforts each time which forced them to announce dissolution of the assembly,’
said Kejriwal.

Delhi BJP leader Satish Upadhyay expressed confidence about his party’s victory. ‘We will repeat our success of Haryana and Maharashtra,’ he said. The absence of governance and imposition of model code of conduct for a prolonged period of time, first for assembly elections in October 2013 and then national polls, there has been a policy paralysis in the national capital. No major project could be cleared in the recent past in Delhi.
