Cabinet decides on four key issues

Delhi Cabinet on Tuesday has taken four important decisions related to public interest, keeping in view the Delhi Assembly polls.

In the Cabinet meeting, it was decided that an amendment was to be brought in the Delhi Urban Shelter Improvement Board Act 2010. It was also decided to hike consolidated monthly remuneration of part-time vocational teachers, merge PPCL into IPGCL and liberalise conditions for obtaining loans under Dilli Swarojgar Yojna, to make the scheme more attractive for SC/ST/OBC and minorities.

Dikshit stated that the Cabinet has given its nod for an amendment in Delhi Urban Shelter Improvement Board (DUSIB) 2010, consequent upon trifurcation of the then Municipal Corporation of Delhi. A need was felt to give representation to the three new civic bodies. Hence, it has been decided to bring an amendment in Section 3 (4)(IV) of the Act.

'The mayor of then MCD was authorised to nominate two councillors in DUSIB and the commissioner of the then MCD used to be ex-officio member in the MCD,' Dikshit said.
As per the proposed amendment, the mayors of the three civic bodies would be authorised to nominate one councillor each in the DUSIB and the director, of local bodies would be an ex-officio member of the DUSIB in place of the commissioner of  the then MCD.

Dikshit further stated that her government has been concentrating on imparting vocational education to the students, keeping in view the need of skilled personnel to meet the rising demand of such employees across the country and abroad.

'The vocational education programme introduced in 1977-78, under 10+2 pattern in the education system, is being implemented in 202 government and seven government-aided senior secondary schools, imparting vocational training to more than 16,000 students under 17 different trades. At present, 761 vocational part-time teachers have been deployed for this purpose,' she added.

They have been working on a part-time basis for many years and are being offered consolidated monthly remuneration. The Cabinet gave its nod to enhance remuneration of all teachers from Rs 13,160 to Rs 23,265 per month , to those who  fulfill the eligibility criterion.

The city government launched a new scheme called Dilli Swarojgar Yojana for SC/ST/OBC minorities, whose annual family income from all sources does not exceed Rs 2 lakh, in order to provide a loan upto Rs 5 lakh, at low rates of interest. This was taken up to facilitate them in setting up income-generating self-employment units. Due to the present stringent conditions, the scheme could not take of as expected.

The Cabinet has given its nod to the liberalised conditions, which would go a long way in making the scheme more implementable and attractive for the targetted beneficiaries. Dikshit claimed, 'This would help us reach up to more members of the above-stated communities and help them in starting income generated self-employment units.'

Dikshit also said in order to ensure better functioning of  the generating unit, the Cabinet has decided to merge Pragati Power Corporation Ltd. (PPCL) into Indraprastha Power Generation Co. Ltd.(IPGCL).

The city government felt necessary to streamline the functioning of generating companies by merging them into a single unit. The new merged company would be known as IPGCL. All employees of PPCL would become the employees of IPGCL and shall be governed by the rules and policies of IPGCL.

 The new company will also take up renewable energy activities and would also facilitate setting up of 220 KV GIS sub-station at Rajghat, after decommissioning of the Rajghat Power House. She also expressed confidence that 'the merger of the two companies would also bring reduction in administrative, statutory and legal compliances. Hence, facilitating a better result-oriented approach.'
