BSES discoms turn to govt, South DMC for clearing dues

The Reliance-owned power distribution companies BSES Rajdhani Power Limited (BRPL) and BSES Yamuna Power Limited (BYPL) have written letters to Delhi government on Thursday seeking the release of the pending subsidy worth Rs 262 crore and another letter to South Delhi Municipal Corporation of Delhi for clearance of dues worth about Rs 200 crore.

The letters have requested Delhi government to immediately release Rs 166.35 crore subsidy to BRPL and Rs 95.79 crore to BYPL as part of the pending subsidy. The discoms have said that the amount will help them in meeting the dues of NTPC and establishment of requisite payment security mechanism.

Both power distribution companies were summoned by Delhi Electricity Regulatory Commission (DERC) on Thursday over the issue  of dues. According to sources, the discoms have sought time till Saturday to clear the dues.

Earlier, Delhi government had asked DERC to cancel the licence of the two power distribution companies.
The government has refused to bail out BRPL and BYPL from the current financial crisis saying the companies already owe Rs 4,062 crore to Delhi government’s utilities.

Discoms have also written a similar a letter to South DMC for payment of Rs 200 crore to pay NTPC before 10 February. The discoms have said that the dues are pending since 2011.

NTPC has served an ultimatum to BSES for cutting their power supply next week on grounds of payment default.

The two discoms supply power to 75 per cent of the national capital’s 3.4 million consumers. BSES Rajdhani’s last letter of credit was encashed on 31 January, leaving a shortfall of Rs 27l.61 crore. There is a payment shortfall of Rs 96.07 crore on BSES Yamuna.

BSES moves SC to stop NTPC from cutting power over unpaid bills

The two Reliance Group-owned power distribution companies in Delhi on Thursday approached the Supreme Court against NTPC’s notice threatening to cut off power supply for not clearing outstanding dues.

A bench headed by Chief Justice P Sathasivam, before whom the matter was mentioned for an urgent hearing, listed the case for Friday.

The counsel appearing for BSES submitted that a matter connected to this case is coming up for hearing on Friday and pleaded that its fresh plea be also heard with it. The bench agreed to the plea and posted the case for hearing on Friday. Last week, on 1 February, NTPC had issued notices to BSES Rajdhani and BSES Yamuna on the issue of payment security mechanism and non-payment of outstanding dues to the state-run company. Then, earlier this week, on 4 February, NTPC had said it was in trouble and unless its dues are cleared, the company may have to stop power supply to these discoms. NTPC said it would have to cut supply by nearly 2,000 mw. BSES Rajdhani and BSES Yamuna owe money for the power they bought in December and billed in January.
