BJP’s hold over civic bodies & Centre raises new hopes

The message has gone down well as in almost all the meetings of these civic bodies the Prime Minister and his SSA had an unusual mention but the New Year will demand nothing but delivery.
“We are being watched and supported directly by the Central Government. The expectations are high, we have to perform to make Delhi an ‘ideal city’ in terms of municipal waste and construction waste management,” said Mohan Prasad Bhardwaj, Chairman of Standing Committee in North MCD, the leading corporation.
Union Ministry for Urban Development has approved Rs 500 crore for North MCD to improve sanitation related infrastructure like construction of drains, garbage collection bins, and waste disposal system. In their budget proposals for 2015-16, which is in the process of final approval, the three corporations have created new accounts for sanitation with provisions of funds for each ward, zone and corporation level. In their budget for new financial year, the corporations have also made provisions and allocated funds to purchase machines to clean big drains, small drains and vehicles to transport garbage from residential areas to disposal sites.
“But it’s not planning on the paper but implementation that is the biggest hurdle for the civic bodies,” said Farhad Suri, leader of opposition in South DMC initiating discussion on the budget in the meeting on Wednesday. “The money is lying almost untouched in over dozens of accounts of the civic body which were approved in the last budget. Several committees had only 2-3 meetings but no work was done,” he added.
East MCD has dual challenge of performance and improving its financial health. But the senior most councillor across three civic bodies, Subhash Arya is confident this time. “Delhi government always given us a step motherly treatment. Our funds were not given, we worked in adverse circumstances, but now with a supportive government at the Centre our morale is high and so are people’s expectations,” said Arya, chairman of standing committee in South DMC. He went on to enumerate his projects like 5,000 garbage bins purchased recently, plan to make the city dhalao free, new technology in garbage processing, several machines proposed in new year.
