With winter session beginning on Thursday, the principal opposition, Bharatiya Janata Party(BJP) indicated that, the present session could be repeat of the last mo soon session, it their demand for debate under Rule 184, which entails voting is not accepted by the government.
‘We want the House to run, there are several issues waiting to be discussed, but our pre-condition is that the issue on which an assurance was given to the House be taken up first under a rule that entails voting,’ said Leader of Opposition in the Lok Sabha Sushma Swaraj.
Even on Tuesday, the National Democratic Alliance (NDA) in a statement had said that they will move a resolution under voting provisions seeking to disapprove the government’s decision. Even at the all party meeting called by Lok Sabha Speaker Meira Kumar on Wednesday, the opposition parties put up a united stand and accused the government of going back on an assurance given to Parliament that all stakeholders would be consulted before going ahead with FDI in retail.
‘That assurance was completely violated by the government, it is important for political parties to express their views on FDI in retail in Parliament. This can be done only through voting,’ said Swaraj.
To sharpen its attack on the government in the present session, BJP MPs Prakash Javadekar and Rajiv Pratap Rudy on Wednesday submitted a breach of privilege notice against Commerce and Industries Minister Anand Sharma to the Rajya Sabha chairman.
In their notice the BJP leaders, pointed out that Sharma had given the assurance in the house that all stakeholders would be consulted before a decision is taken on the FDI issue.
‘Mr Chairman, sir, the government has taken a view that the decision to permit 51% FDI in multi-brand retail trade is suspended till a consensus is developed for consultations among various stakeholders,’ the letter quotes Sharma as having said in the Rajya Sabha. The BJP leaders alleged that this was a false assurance given to the House and thus constitutes a breach of privilege as it was not abided by. BJP maintains that despite making this promise in both Houses of Parliament, the government went ahead unilaterally to allow 51 percent FDI in multi-brand retail. The same assurance was given by then Leader of the Lok Sabha Pranab Mukherjee in the lower house on the same day.
