Bharti instead sent two advocates to represent him before the commission.
The advocates, ended up having a spat with DCW chairperson Barkha Shukla Singh, who refused to
meet the counsels saying lawyers are not acceptable in DCW cases.
Bharti’s lawyers Rishi Kumar and Neha said the minister would appear before the commission on Monday and also argued that Bharti has given them power of attorney to present his case. But DCW members refused to talk to them.
The commission said they would report the matter to Lieutenant Governor Najeeb Jung.
Bharti, who courted controversy after his action midnight raid, did not heed to the DCW summons, but instead sent his lawyers as representatives.
Barkha Singh, who heads the commission, told the media: ‘We wanted to talk to Bharti and if he is not appearing before us, then he should have informed us. We will inform the L-G about the matter.’
Bharti had failed to respond to two previous notices by the women’s panel. The AAP had on Thursday decided to back Bharti and to await the findings of a judicial inquiry before any action can be taken against him.
However, the Political Affairs Committee of the party chaired by chief minister Arvind Kejriwal disapproved of the language used by Bharti against senior BJP leader Arun Jaitley and noted lawyer Harish Salve and asked him not to use foul language in public discourse.
Kumar said Bharti will file a written reply as the minister had received four separate compliants by four different women.
‘We are going through the letters of complaints and will soon file a written reply because we have got the notice and we don’t want to evade the due process of law and duly authorised representative can speak on behalf of the law minister. That’s what we are trying do but there was already a lot of chaos,’ he said.
