State govt decides to frame policy regulating leave of executive officers

Kolkata: The Urban Development and Municipal Affairs (UD & MA) department has decided to frame a policy to regulate the leave matters of executive officers appointed by it on contractual reemployment basis.

A UD & MA official said: “Executive Officers (EO) appointed by our department on contractual re-employment basis were staying absent from duty for longer duration causing several administrative inconveniences. The EO is the principal officer of the municipality and he/she is assigned to act as principal coordinating officer for implementation of various developmental programs, schemes in accordance with government policies within the municipality. Hence, we are formulating a policy to regulate their leave.”

According to the policy, EOs appointed on contractual reemployment basis shall be allowed to avail leave for 30 days in a year. Additionally, there will be 10 days leave on medical grounds in a calendar year, provided such leave will not be carried forward in the next year. The concerned municipality chairman shall be the leave sanctioning authority in respect of the EOs appointed in the municipalities on contractual re-employment basis.

For availing leave for more than 7 days at a stretch, the concerned EO shall apply before the chairman concerned who shall forward it to the UD & MA department for obtaining ‘no-objection’ before sanctioning leave. The chairman shall forward the necessary joining report duly submitted by the EO to the department.

This is reiterated that concerned SDOs shall also be intimated of such leave.

The department on August 5, 2021 had issued a circular directing all the EOs to take formal prior permission of concerned chairman/ chairperson of Board of Administrators of the Municipalities/ Notified Area Authorities as well as to intimate the Sub-Divisional Officer (SDO) concerned duly before leaving headquarter. But a section of EOs appointed by the department on contractual re-employment basis were found absent for a long duration.
