Babus turn down mayor’s dream project

South Delhi Mayor Savita Gupta experienced first hand the tendency of babus to abort development projects suggested by deliberative wing. In a meeting with bureaucrats on Friday, the mayor proposed her dream project, a dedicated heart centre in Kalkaji Hospital of South Delhi Municipal Corporation [SDMC], which was immediately turned down by babus who termed it a waste of money. Combative deliberative wing is now committed to come with a resolution to make her dream a reality.
Gupta had called for a meeting of senior officials at the Civic Centre to discus her dream project. The other issues on the agenda were progress on maintenance of SDMC schools, toilet facilities in the city, parking and horticulture. As the mayor proposed to the officials a super speciality heart centre in Kalkaji Hospital or any other SDMC hospital, the officers turned down the proposal immediately.
‘It would be just waste of money as we already have several heart hospitals of national repute in south Delhi,’ said Manish Gupta, Commissioner, SDMC. He was supported by other senior officers present in the meeting.
‘I am committed to fulfil my promise to the people of south Delhi. A dedicated heart centre for south Delhi is much awaited demand of people and also my dream project as a mayor for this region. We will construct an ultra-modern heart facility in any of SDMC hospital in south Delhi,’ said the mayor.
According to MCD Act, which is applicable for SDMC as well, the corporation cannot construct new hospitals, but upgrade and create new facilities in its existing hospitals for better service to people.
SDMC, being the richest corporation in the city, has no scarcity of funds for such facilities for people.
Recalling the fate of his pet project to use sewage water of Delhi Jal Board [DJB] for watering parks, senior BJP leader and Leader of House in SDMC Subhash Arya said, ‘It’s tough to deal with bureaucracy. We have to fight with them constantly. They often abort even the resolutions of the house by their delaying tactics. The matter will be surely raised in the house.’
The standing committee chairman also voiced his support. ‘We will discuss the matter and come with a resolution,’ said Rajesh Gehlot, Chairman of Standing Committee of SDMC. The commissioner could not be contacted despite several efforts.
