Amidst ruckus, Delhi durbar adjourned till 18 March

On Friday, the Delhi Legislative Assembly was declared adjourned till 18 March.
Calling on the special mention (as per Rule 280), leader of opposition Vijay Kumar Malhotra drew the attention of the house towards the suicide of Ram Singh on 11 March. He said the Chief Minister Sheila Dikshit must take responsibility for the Tihar jail suicide as the prison portfolio comes under her.
This was greeted with heckling from the members of the ruling party. But the house leader Dikshit could not give a clarification on Tihar Jail’s suicide episode.
Meanwhile, Delhi Commission for Women’s chairperson Barkha Shukla Singh condemned Delhi BJP Pradesh’s president Vijay Goel’s stand on the Delhi government’s action against BJP MLA Ramesh Bidhuri, who had threatened a woman in Delhi Secretariat. An FIR under sections 189 and 509 IPC was lodged against him. The house became volatile following this, forcing speaker, Yognand Shastri, to adjourn the house proceedings for 25 minutes.
When the house met again, Jagdish Mukhi, senior leader of the BJP, called for special mention, but Dikshit stood up and made a statement. The opposition started to protest and Mukhi alleged that the CM is not interested in the functioning of the house. This again had both sides protesting and the speaker adjourned the house for another 30 minutes.
When the house resumed for the third time, the speaker ordered BJP MLA Jai Bhagwan Aggrawal to debate on private members resolution which sought permission for utilising MLA Fund for the group housing societies situated in Delhi. But the continuous protests from both sides made it impossible for the house to proceed. The speaker adjourned the house till 18 March.
‘LADLI WILL PROTECT GIRL CHILD’
The Minister of Social Welfare, Women and Child Development Kiran Walia stated in the house that the focus of the Ladli scheme is on empowerment of womanhood and protection of girl child, especially from foeticide. The scheme supposedly benefits those whose annual income is not more than Rs1 lakh and whose girl child must have been born in Delhi. But as per 2011 census data, there’s a substantial fall in the sex-ratio in New Delhi. While south-west Delhi is the worst of all nine districts, the overall child sex ratio in Delhi has dipped marginally from 868:1000 in 2001 to 866:1000 in 2011. It is evident that the so-called crackdown on sex determination centres has had little effect in parts of Delhi.
