All-weather shelter homes for homeless soon

To provide shelter to the homeless through the year, the Delhi government has decided to upgrade shelter homes as all-weather homes. The work on the project is in progress and is expected to be completed by 15 June.
'Work on improving the shelter homes provided during the 2011 winter has already stated. All of them are expected to be ready by 15 June,' said Chetan Sanghi, CEO, Delhi Urban Shelter Improvement Board (DUSIB).
The walls and roofs would be upgraded by using bison board fitted with thermocol. Fans would also be provided to beat the intense summer heat. This is one of the tasks the DUSIB has undertaken to provide better care for the homeless in the Capital.
Assisted by NGOs, the DUSIB has decided that 30 of the total 150 shelter homes, which report low occupancy would be used as special shelter homes. 'They will cater to people with special needs such as children, families, women, physically-challenged, senior citizens and those suffering from substance abuse,' added Sanghi.
In response to an appeal by DUSIB to land owning agencies to part with vacant land and unused buildings, the DDA has offered one plot at Narela and two at Rohini to build permanent shelter homes, the CEO said.
Sanghi further said that in addition, construction of permanent shelter homes or adding floors to existing shelter homes is under consideration at Nangloi, Raja Garden, Mangolpuri, Gautampuri and Dwarka Sector 7.
It has been decided to provide electricity and water connections to all shelter homes. The possibility of providing Anganwaris as well as health and educational facilities is being explored.
A 'Joint Apex Advisory Committee' and 'Score Commitee' have been formed by DUSIB and Delhi Government to improve the services in shelter homes with the help of all stakeholders, including NGOs, added Sanghi.
A Monitoring Support Committee has been set up to undertake independent audit of the shelter homes. Other than official members, the committee would be made up of representatives from TISS, Delhi School of Social Work and IGNOU's School of Social Work.
The administration is providing 66 permanent and 84 temporary shelter homes in Delhi. Their operational task has been handed over to NGOs.
These homes are equipped with basic amenities. The government has said that electricity and water connections would be supplied to all shelter homes on domestic tariff without obtaining NOC from land owning agencies.
This year, for the first time, 33 temporary structures have been constructed with the financial assistance of DSIIDC, Power Finance Corporation Ltd and ICSIL as part of their corporate social responsibilities.
