Akhilesh govt presents growth-oriented budget

In an effort to lure the voters for the coming Lok Sabha elections particularly the farmers and the muslims, the Samajwadi Party government in Uttar Pradesh presented a tax-free deficit budget for the coming fiscal in the state assembly on Tuesday.
Chief minister Akhilesh Yadav, who is also holding the portfolio of Finance Department, presented the budget of Rs 2,21,201.19 with net deficit of Rs 1,731 crore after adjusting the public account of Rs 3,550 crore.
However, the government had to face some uneasy moments in the assembly. When Yadav stood up to table his second budget he faced opposition from BSP who rasied slogans against the government and later staged a noisy walk out of the house.
The size of the budget presented for the financial year 2013-14 has been pegged at Rs. 2,21,201.19 crore, which is 10.5 per cent higher than the budget of the year 2012-13. For financing the budget of such a size, appropriate provisions of the resources have been made in the budget, which include an increase of about 19 per cent in the state’s own tax revenue as compared to the financial year 2012-13.
As many as 219 new schemes of Rs. 7,787.80 crore have been included in the budget for 2013-14.
A provision of Rs. 26,641 crore has been made for development and strengthening of schemes related to infrastructure facilities like roads, bridges, irrigation and energy. This provision is about 25 per cent higher than the previous year.
A provision of Rs. 1,000 crore has been made for accelerated economic development programmes. Provision of Rs. 17,174 crore for agriculture and allied sectors.
The budget made provision of Rs. 32,886 crore for the schemes of expansion of education and improvement of its quality and for qualitative improvement and expansion in medical, health and family welfare sector, a provision of Rs. 10,645 crore has been made, representing an increase of 12.1 per cent as compared to the previous year.
