98 colonies to develop soon: Delhi govt

A day after the Delhi Government sought the Centre’s intervention in clearing hurdles in regularising over 200 unauthorised colonies, 98 colonies become eligible for developmental works.

Dwellers of Najafgarh, Badarpur, Mustafabad, Burari, Narela, Kirari, Uttam Nagar, Gokulpuri and Palam would be benefiting as they were anxiously awaiting developmental works in their constituency. It is expected that lakhs of families putting up in these colonies would benefit from this decision.

Delhi Urban Development [UD] & Revenue Minister A K Walia said,’Today is a red letter day for 98 unauthorised colonies as the UD department has resolved the cases of these colonies, which are having multiple Resident Welfare Associations [RWA].’

Officials said several RWAs had submitted the layout plans of their colonies based on the ground situation as on 8 February 2007 while boundaries were drawn by Delhi State Spatial Data Infrastructure [DSSDI] based on satellite images of 2002.

The differences in ground reality and satellite images had created lot of hurdles in finalising the boundaries of the colonies.

The department has been continuously considering the cases of these colonies and took up the issue with the Department of Forest, Archaeological Survey of India [ASI] and revenue department to overcome the problem.

The issue was discussed with the RWAs concerned after getting a report from the Survey of India.

The colonies were having 50 per cent or more built up area as of 2007 as per reports submitted by the Survey of India.

Official sources said, since the cases of multiple RWAs have been resolved after several talks and the forest department and ASI have given their clearance, there remain no obstacle in taking up developmental works in such colonies.

Congress ruled Delhi government describe this as a major step forward in the direction of providing civic services in such colonies.

After the Congress’ defeat in the municipal polls in April, Chief Minister Sheila Dikshit had asked the departments concerned to expedite the regularisation process.

Lack of developmental work in unauthorised colonies, home to around 40 lakh people, which were traditional Congress strongholds, was identified as the major reason for the defeat in the municipal polls.

The Delhi government had issued provisional regularisation certificates to over 1,200 unauthorised colonies ahead of assembly polls in 2008. The then Dikshit government, while distributing the certificates, had promised to regularise the colonies if Congress came to power for the third term.

However, not a single colony has been regularised so far. The process slowed down considerably last year following allegations that some ‘non existent’ as well as ‘ineligible’ colonies were given provisional regularisation certificates flouting norms. In the wake of forthcoming assembly elections, the city government is committed to regularise unauthorised colonies at the earliest in order to remove apprehensions of any action against the residents of such colonies. Sources said, this step would also put an end to future obstacles with respect to these 98 colonies. This would result in an era of planned development in 98 colonies, which await civic amenities.
