43 IPS officers transferred over 40 times in their careers in UP

Transfers have been turned into an industry in Uttar Pradesh, as almost 10 per cent of the total strength of the IPS officers in the state have been transferred more than 40 times in their career. This information was given by the state government in reply to a query of RTI activist Nutan Thakur.

As per the information there are 43 IPS officers who have been transferred more than 40 times in their career. The list includes two director general of police - Vinod Kumar Singh (43 times) and Arun Kumar Gupta (45 times), 14 ADGs, 13 IGs, 10 DIGs and 4 SPs. The total strength of IPS cadre in UP is 419.

‘It took almost a year for the government to furnish this detail. After series of applications and intervention from state information commissioner the government gave this information,’ Nutan Thakur, whose husband is an IPS officer said.  

The record for maximum transfers among IPS officers in UP seems to be currently held by 1983 batch K L Meena, who has been transferred 59 times, followed by Kamal Saxena 48 times and Vijay Singh 47 times.

Due to these frequent transfers, the average number of transfers of 14 DGs in UP comes at 36.4 times. An IPS officers becomes Director General (DG) after around 32 years of service. Hence, on average these DGs were transferred at least once in a year. Similarly the ADGs in UP have been transferred an average 35.9 times so far in their career. This figure stands at 31.8 for IGs and 29.7 for DIGs.

‘This is the ground reality in UP as opposed to the Supreme Court order in Prakash Singh case which says that the minimum tenure of police officers shall be 2 years’ Thakur said.
