2G scam investigating officer goes on study leave!

Singh, who is investigating officer of the infamous 2G, Aircel-Maxis, CWG and coal scams has taken a year-long ‘study leave’.
Singh, who was nominated as the IO by the Supreme Court, decided to go on a ‘study leave’ to pursue a degree in law, leaving probe in the money laundering and foreign exchange violations cases in all the scams incomplete. ED sources said, ‘He was angry over the way he was treated by the present government. He was annoyed after the finance ministry sought permission from the Supreme Court to repatriate him to his parent cadre – Uttar Pradesh.’ Singh belongs to Indian Police Service.
Sensing conspiracy, Singh had approached the Central Administrative Tribunal (CAT) for clarity on his appointment. In February this year, the CAT had slapped a contempt notice on the Centre for not implementing its order of absorbing in ED the Uttar Pradesh cadre officer, who has been probing cases like 2G spectrum allocation, CWG and coal blocks allotments. The CAT had ordered for a review of files in this regard and the final hearing is in September.
Then the contempt notice was served to union finance ministry and department of personnel and training (DoPT) for not following its order of 24 December 2012 which allowed permanent absorption of the officer in the ED. Singh, who was on deputation with ED since 2007, has been at the forefront of investigations into these high-profile cases besides being a complainant in a case where a UP-based tycoon had allegedly offered him bribe of Rs 1 crore to close the case against his company.
Since then Singh has been fighting for his case and already informed the Delhi High Court and CAT that there were 135 vacancies in ED and his name had been recommended in 2012 by UPSC for permanent absorption. Speaking to media persons, Singh said, ‘I will be back anytime if the investigations require. I will always respect and obey the directives of the Supreme Court when it will come to the investigation of the scams.’
Sources said the CBI was planning to have Singh as witness to strengthen its case in the matter relating to Rs 200 crore Kalaignar TV alleged bribery case in which ED has recently filed a charge sheet against former telecom minister A Raja, DMK leader Kanimozhi and wife of DMK supremo K Karunanidhi, Dayalu Ammal. Known as an upright and honest officer, Singh had a bitter relationship with the previous government too when he went on protest leave after former finance minister P Chidambaram denied him service extension in December, 2013.
