28 lakh children work in Capital as labourers, rag-pickers: Reports

This national Capital has around 28 lakh children who are labourers and rag-pickers in its 11 districts. These children mostly work in industrial units in Jahangirpuri, Mangolpuri, Tughlaqabad, Rangpuri Pahari, Bhalsa Dairy and Govindpuri.

‘These children are mostly trafficked from rural areas of Bihar, Uttar Pradesh, West Bengal, Madhya Pradesh, Jharkhand, Odissa and Nepal through agents who are members of the same community while some reside in the nearby unauthorised colonies and slums with their parents,’ said a representative of an NGO in the area. According to activists, mostly children are working in the zari manufacturing, bangle making and leather accessory units that have mushroomed overnight in the city. A new trend noticed in Mangolpuri, Jahangirpuri and Jharoda Village where children are increasingly employed in metallic and glass bangle industry including shellac pasting that is causing serious harm to their general health.

There is a huge demand for these bangles, which are then sold in high-end shops. In bangle manufacturing units, children aged 6 to 13 years work for atleast 10 to 12 hours. One of the bangle-makers Ashraf says: ‘We have to pay handsome money to the beat police personnel as well as the activists. North-West Delhi is divided into organised and unorganised sectors with industrial areas like Wazirpur, Narela, Bawana, Badli engaging children to make plastic bags, toys, branded leather shoes and bags.

The unorganised sector in areas like Keshavpuram, Rampura, Tri Nagar, Kirari, Mubarakpur, Sultanpur Majra and Sirspur engage children to make duplicate shoes, bags, leather purses and export-quality leathers bags. North- East and South Delhi follow closely in employing child labourers with a large number of them engaged in areas like Seempuri, Babarpur, Bhajanpura, Chauhan Bagad, Loni and Khajuri Khas etc. South Delhi is a very posh district but a labour prone district with ragpickers and exporting industries are flourishing in areas like Jaitpur, Mubarakpur, Okhla Industrial area and Tughlaqabad areas.

Twenty thousand-odd children are employed in Nabi Karim in manufacturing zari work, screen printing, shoes, ladies  leather bags among others. According to Delhi government’s Samajik Suvidha Sangam (Mission Convergence) it was found as many as 6.43 lakh children from 7-17 years are engaged in these industries of whom 4.5 lakh were not going to school.
