21,000 NGOs under scanner

With the Centre suspending Greenpeace India’s registration on Thursday, nearly 21,000 NGOs, including Climate Works Foundation (CWF), will soon meet the same fate for allegedly hiding their “updated annual returns” before the competent authority in India. It was learnt that apart from Greenpeace, the security agencies had also listed these NGOs for violating Section 46 of The Foreign Contribution (Regulation) Act, 2010, and not submitting their annual returns from 2006 to 2015, said to be running into crores. Soon after the Modi government came to power in May, a classified IB report had reportedly complained about some “anti-development” activities being carried out by these organisations.

It was learnt that the Ministry of Home Affairs (MHA) had asked these NGOs to submit details of their income, expenditure and balance sheets, among other documents.

The MHA wanted to ascertain where had these NGOs had  used their foreign donations.

The list of erring foreign-funded NGOs include 1,441 in Andhra Pradesh, 1,167 in Uttar Pradesh, 1,108 in Tamil Nadu, 990 in Maharashtra, 821 in Karnataka, 748 in West Bengal, 655 in Bihar, 643 in Orissa, 538 in Kerala, 400 in Delhi, 378 in Gujarat, 38 in Jammu and Kashmir and 130 in Assam.

What came as a concern for the security agencies that nearly 4,200 NGOs registered themselves in India with fictitious addresses and continue to receive foreign funds through dubious means.

“Attempts were made to contact these NGOs, but there addresses were found to be fake. A stern action will be taken against them soon,” government sources said.
