14-year-old moves HC against DoE’s order on entrance exam for class IX

A 14-year-old student has moved Delhi High Court questioning the validity of holding entrance test for admission in class ninth in government schools of Delhi.
Raveena Bhakuni, through advocate Ashok Aggarwal has filed a writ petition in HC against the circular of Directorate of Education (DoE) notifying entrance test for admission in class ninth in Delhi government schools for academic year 2014-15.
The petitioner argued that the circular violated rights of children to compulsory education. ‘DoE circulars are illegal, arbitrary, discriminatory and unconstitutional in many ways. It not only go against the letter and spirit of articles 14, 15, 21, 21-A and 38 of the Indian constitution, but are also hit by the provisions of section 16 of the Right of Children to Free and Compulsory Education Act, 2009,’ said the PIL.
The petitioner has passed class 8 in 2014 from Almora district in Uttarakhand. She, along with her mother shifted to Delhi to join her father, who has been living in Delhi since 1979. ‘In order to secure admission to class 9th in the nearby Delhi government school, she sat for the admission test, but failed to clear it,’ said Ashok Aggarwal in the PIL.
