Kolkata: The one-day special session of the state legislative Assembly is scheduled to be held on Monday amid uncertainty over laying and passing of the two Bills to which the Governor C V Ananda Bose is yet to give his consent.
The state government was to table the Bill related with the latest GST (Goods and Service Tax) amendment by the Centre. It is obligatory on the part of all states to pass the amendment in their respective Assemblies. This led the Bengal Assembly to call for a special session.
Moreover, Chief Minister Mamata Banerjee had announced a hike in the allowance of the MLAs during the last Assembly session and a Bill paving the way for it is also scheduled to be tabled on Monday. The necessary papers associated with the Bills were sent to the Governor on Friday. However, with the Governor yet to give his assent to these two bills, their tabling and passing is still uncertain.
“The Assembly was adjourned and was not declared sine die by the Speaker. Hence, there is no barrier in convening the session. However, if the Governor does not give nod to the two Bills it is unlikely that they will be tabled,” said state Parliamentary Affairs minister, Sobhandeb Chattopadhyay.
The meeting of the Business Advisory committee is scheduled to be held at 11 am and the House will start at 12. “The requisition for holding the session has already been issued and so the House will be held. Any further decision will be taken within the floor of the House,” Speaker Biman Banerjee said.
