Slamming the nine-month-old NDA government’s Central rule in Delhi, Chief Minister Arvind Kejriwal on Tuesday, blamed it for fall in the state’s revenue by a whopping Rs 4,350 crore. The shortfall in revenue may pose a challenge for the new Aam Aadmi Party (AAP) government in subsidising water and power as per its poll promise.

Taking a dig at the BJP-led Central government, he said that revenue shortfall was virtually witnessed across the departments. Major shortfalls were registered from stamps and registration, VAT collections and excise collections among others.

Revenue data for the April 2014 to January 2015 saw a major shortfall in revenue and it hit the financial health of the state hard.

The revenue generated through excise duty was Rs 700 crore, while the target was fixed at Rs 3,500 crore. Similarly, through Value Added Tax (VAT) collections were Rs 14,400 crore, while the target was Rs 21,000 crore.

Kejriwal claimed that in his 49-day regime the state witnessed a spurt in revenue collections without any raids or harassment of traders.

The revenue from property registration also saw a decline. It was Rs 2,390 crore against the target of Rs 3,500 crore. The decline of property registration is a major concern for revenue officials.

The luxury tax and entertainment departments too have missed their targets. The total luxury tax collected till January 31, 2015 was about Rs 200 crore against the target of Rs 500 crore. Similarly the entertainment tax collected was Rs 125 crore while the target was Rs 400 crore.
