Withhold promotion of tainted officers until probe finished: Delhi Police circular

New Delhi: The office of the Delhi Police Commissioner has issued an internal circular that has laid down strict guidelines that will from now on withhold promotions and pay-bumps for tainted police officers until all enquiries against them have been completed.

Issued on November 22, the Delhi Police circular also makes it clear that it will be the responsibility of the accused police officer to make the Police Headquarters aware of the charges and enquiries pending against them.

In this regard, the Commissioner's office has made it abundantly clear that such information against tainted officials must reach the PHQ invariably and that the concerned SHOs or Incharge Units must ensure that all information is thoroughly checked before it is sent to the headquarters.

The circular, a copy of which has been reviewed by the Millennium Post also revealed that several discrepancies have resulted in erroneous promotions and pay rise for officers accused in criminal cases and facing departmental enquiries.

According to the circular, instances have come to notice where such information related to the criminal case against any policemen are not received due to various reasons like information not provided by the concerned SHO/IO of the case or by individual themselves. "As a result, this crucial information is not reflected in the Gradation Chart placed before the Departmental Promotion Committee or Screening Committee leading to erroneous promotion and financial up-gradation under MACP scheme," the circular read.

This internal note also says that in case any criminal case has been registered in any Delhi police station, it shall be the responsibility and duty of concerned SHO/IO to intimate through their concerned DCP to the DCP or supervisory officer of the accused police officer, immediately on registration of the case. The SHO/IO shall take similar action in case of an arrest, filing of chargesheet, acquittal/conviction of any such police officer.

However, in cases where the police officer has been accused of criminal activities outside Delhi, it will be the responsibility of the accused officer to communicate the registration of FIR to his DCP or supervisory officer immediately. The same should be applicable in case the accused in being arrested, charge-sheeted, convicted or acquitted.

More importantly, the circular adds: "Any omission or concealment of information by any officer would amount to misconduct inviting disciplinary action."

"It is further reiterated that all districts and units DCsP will also ensure that related entry must be made in the service record or Intra_DP of the individual officer and intimation of involvement or pendency of criminal case or criminal complaint case etc. to all concerned including Vigilance Branch and PHQ. Non-compliance will be viewed seriously," read the circular.
