Relief for traders as DDA approves amendments in Master Plan Delhi

NEW DELHI: The Delhi Development Authority (DDA) on Tuesday approved many amendments to the master plan 2021 for local shopping complexes, in a bid to provide relief to traders.

The amendments were passed at a meeting headed by Lieutenant Governor Anil Baijal, who also serves as chairman of DDA.

They will now be notified by the Union Housing and Urban Affairs Ministry, which will also file an affidavit in the Supreme Court.

While floor area ratio (FAR) has been permitted in all shop-cum-residential plots and complexes, liquor shops, bars, discos, pubs and clubs will not be allowed in residential premises as part of mixed use.

The amendments may halt the sealing at local shopping complexes, but the parking clause will pose a huge hurdle in getting the revised plans sanctioned for shop-cum-residences.

In order to promote parking, the owner of the plot will be allowed to amalgamate the minimum plot size of 1,000 sq metre to provide additional parking on the amalgamated plot.

Such plots will be entitled to a rebate of 50 per cent in conversion charges. Rebate in the conversion charges and amalgamation of plots have been introduced to incentivise parking facility within the plot.

Local bodies will have to provide parking space for every local shopping complex. In case no plot is available, a common parking would be developed in the vicinity of the market.

As per the proposed changes, the local bodies will have to develop parking facilities and other basic amenities from the fund collected through conversion and parking charges.

The Confederation of All India Traders (CAIT) has welcomed the approval of the amendments and termed it as a most positive step of the Centre to resolve the sealing issue in Delhi.

"It's due to the proactive support of Urban Development minister Hardeep Puri and LG Anil Baijal that prompted DDA to bring these amendments, which will be beneficial for the people of Delhi," said CAIT secretary general Praveen Khandelwal.
