NEW DELHI: The child rights watchdog Delhi Commission for Protection of Child Rights (DCPCR) has sent a notice to a Delhi government school where a Class X student was allegedly failed as the school's authority did not send his marks to the CBSE.
"The Commission is in receipt of a complaint filed by Master Arjun Chaudhary, student of Class X in Government Boys Senior Secondary School, (GBSSS) Qadipur for academic session 2016-17, alleging that due to the casual approach of the school by not forwarding his marks to the Central Board of Secondary Education (CBSE), he was declared fail despite clearing the exam in reality," the notice stated.
"In the complaint, he threatened to commit suicide on account of continued neglect from the school authorities to take necessary measures to rectify his marks. He also levelled charges of physical assault and mental trauma against the school administration," the notice further read.
The Commission also said that the school's current principal SP Singh appeared before it and informed that the matter pertains to the tenure of previous principal DC Mehar.
Singh said that he had joined the school recently and confirmed to the Commission that the boy was wrongly failed as his marks were not sent to CBSE.
The child could not appear in three papers for some personal reasons, hence the Education Department of Delhi government had asked the school to arrange for compartment examination for him and the school did that.
However, the marks sent by the school to the CBSE did not take into the account the compartment exams given by the boy, because of which he failed.
"This inquiry committee is of the opinion that Arjun Chaudhary had appeared in the compartment examinations for Class X," another report by the Education Department stated.
The report further said, "Regarding the physical assault on the student in July last year by one of the school teacher namely Triloki Rai, no material evidence to support the allegation was furnished/ came to the notice of the committee."
The CBSE also informed that it did not receive the compartment exam marks from the school.
"It is the utmost responsibility of the class teacher to duly update and verify his record before final uploading of marks of the students on the CBSE portal.
"Due to the negligence on the part of the teacher, the student has suffered a lot, which leads to mental harassment and torture. It shows dereliction/ negligence of duty on the part of the teacher who was supposed to compile the marks, so action deemed fit shall be taken against him," the DCPCR notice observed.
