The Delhi government may divide the city into around 4,000 Mohalla Sabhas under its Swaraj plan. According to the draft under process, these local democratic units will have around 3,000 voters each.
‘A Mohalla Sabha will constitute around 3,000 voters to keep it small enough to ensure informal interaction among the members. They will be governed by elected representatives,’ SC Behar told Millennium Post. Behar is adviser to Delhi chief minister and has been entrusted with the responsibility to draft the Bill.
As the city had 1.19 crore eligible voters, the number of Mohalla Sabhas comes to around 4,000. Behar had successfully drafted the Gram Sabha Act in Madhya Pradesh where he was deputed as chief secretary. The 1961 batch retired IAS officer, Behar, has now been trusted by Delhi chief minister Arvind Kejriwal to draft Swaraj Bill for the city.
Behar, who joined the government on a token salary of Re 1 per month said the Bill will be drafted after wide consultations with stakeholders. ‘In the first stage, we are identifying various issues which need to be addressed while drafting the Bill. So far we have identified the problems but need more time to work on solutions,’ he added. ‘We will only recommend the powers to be given to the Mohalla Sabha and fund required for it. It is between the finance department and government on how they arrange the fund for them,’ said Behar when asked if he will propose to do away with the MLA fund.
