Update: 2013-01-22 22:54 GMT
Women councillors of BJP and Congress, on Monday,  alleged harassment by male counterparts of opposite parties in the meeting of the House. Later in the day, North Delhi Mayor Mira Aggarwal led the women councillors of BJP to meet Lieutenant Governor  of  Delhi, Tejendra Khanna and submitted a written complaint. A Congress councillor accused a BJP councillor of harassment and eve teasing in the House.

‘The LG has taken a strong note of the incident and directed us to deploy marshals in the House meetings to maintain its sanctity,’ said Aggarwal. ‘I will write to municipal commissioner to request deployment of 10 marshals for smooth functioning of the House,’ added Aggarwal.

She alleged that Congress councillor Satbir Sharma used offensive and insulting language and gestures. The mayor also submitted a CD to LG containing clippings of the meeting.

Earlier in the day, as the meeting of the House started, BJP councillor and standing committee chairman Yogendra Chandolia raised the issue of inauguration of Gulabi Bagh underbridge by Chief Minister Sheila Dikshit and demanded a censure motion to be passed in the House. This led to an uproar  and Congress councillors came in the Well and shouted slogans. The mayor then adjourned the House and called leaders of both parties to compromise.

But, the issue could not be resolved and Congress councillors again protested when the House resumed. Amid chaos, Congress councillor Sharma came in. ‘He picked up a bottle, drank some water and threw the empty bottle on us. When we protested, he used offensive gestures and language,’ said Rajni Abbi, former mayor of Delhi.

Another BJP councillor, Usha Mehta, said, ‘When I asked him to not use my microphone, he misbehaved with me.’

Meanwhile, Congress councillor Guddi Devi also accused BJP councillor Ram Kishan Bansiwal of harassment and eve teasing. Another, Congress women councillor Bhumi Rachhoia alleged that Deputy Mayor Azad Singh used casteist remarks against her during his visit in her constituency earlier. She has even lodged a police complaint in the matter.

‘BJP is divided in several groups and blame Congress for their failure to run the House. They never take the Opposition in confidence regarding any matter and pass all the important issues in the agenda without discussion. It’s the conspiracy of BJP to avoid discussion in the House,’ said Mukesh Goel, Leader of Opposition in NDMC.

Goel also wrote a letter to the LG to intervene in the matter. This is the second time that councillors of both parties have traded serious allegations against each other. Earlier, in a meeting of the House, a scuffle had broken out  among the councillors, following which a police complaint was lodged.
