A source in Delhi police's special cell said on Friday that, ‘After the hanging of Mohammad Afzal Guru, convicted in the December 2001 Indian Parliament attack, on 9 February, 2013, a meeting by United Jihad Council(UJC) was held on 11 February, specifically to plan revenge for Afzal's death.'
There is a possibility that Sayyed Liyaqat Shah, Hizbul Mujahideen's 'A' Grade terrorist who was apprehended on Wednesday from Uttar Pradesh's Gorakhpur, by a team of special cell officials when he was trying to enter India via Nepal, near Gorakhpur, has attended that meeting. 'We are in the process of checking his presence there and his connection to the UJC,' the source added.
UJC is a council that is known to plan terror strikes in India. Meetings are reportedly held before any major Indian festival or after any terrorist is killed, either during a terror operation or after his arrest. The meeting is thought to be attended by the top brass of various terror groups including Lashkar-e-Toiba, Jaish-e-Mohammad and Hizbul Mujahideen.
Similarly, after Afzal's hanging, a meeting was conducted to plan upcoming terror attacks in India specially in the capital, Delhi. Sources said in spite of Shah’s arrest, 'the threat of being attacked still remains, as not only the Hizbul Mujahideen was planing a terror strike, but other terror groups including LeT and IM (Indian Mujahedeen) might also be planning similar attacks after the UJC meeting.'
'Liyaqat has been remanded to 15 days in police custody, so we are trying to find out more specific information about the UJC meeting as it would definitely give us more clues about the instructions given by the UJC,' the source added.
So far Liyaqat has not revealed his involvement in the meeting.
A ROOM FOR AN ULTRA?
A room in Hazi Arafat was taken on rent for Rs. 500 a day on 20 March 2013 by a suspected Hizbul Mujahideen terrorist, claiming that he was visiting Delhi as a tourist. According to the employees of the guest house, that has been started four years ago, a man wearing trouser and a shirt along with a cap and carrying a black pitthu bag came to the hotel. He seemed to belong Kashmir, as was assumed by his accent. At around 4 pm, he check-in the guest house and submitted a Driving license. Though the hotel claims his bad was checked, a police source said explosives were recovered from his bag.
