Unauthorised colonies put on hold; government bodies busy passing buck

The approval of lay out plans of 895 unauthorised colonies, recently regularised by Delhi government, may be delayed further as the issue of payment for consultancy fee to the institutes hired to help RWAs in preparing professional lay out plants is yet to be settled between Delhi government and BJP ruled civic bodies.

On Thursday, EDMC declared that the the consultant, Jamia Millia Islamia University, has almost completed the lay out plan of five colonies which is likely to be presented before standing committee for approval in the next meeting. But EDMC refuses to pay consultancy fee to the University.

‘The layout plan of the five coloneis are almost ready and will be approved by the standing committee soon. On direction of Liutinent Governor (LG) of Delhi and Chief Secretary (CS) of Delhi government, Jamia Millia Islamia University was approched to help the Resident Welfare Associations (RWA) in preparation of lay out plans so that professional lay out plans with town planning inputs can be prepared by the RWAs and submitted to EDMC for approval,’ said Mahek Singh, Chairman of the Standing Committe of EDMC.

 ‘We have nothing to do with the payment, they are working with RWAs on the direction of LG and CS. We are just approving authority of the lay out plan,’ added Singh.

Earlier in a meeting, LG, CS and Delhi chief minister Sheila Dikshit had assured us that the consultancy fee  will be borne by them but now the government had asked us to recover the amount from RWAs, which we will never do,’ added Singh.

The standing committee of South Delhi Municipal Corporation (SDMC) has already rejected a proposal of the commissioner to Rs 10 lakh to pay consultancy for -School of Planning and Archetecture, New Delhi, as counsultancy fee for preparing lay out plans in the colonies of its area.

The five colonies which lay out plans are near completion are-Shashtri Park Extension, Village Gharolk Extension, New Lohari Colony, Pandav Nagar E & F Block, and New Vishwash Nagar.

According to sources, the institutes are charging around Rs 1 lakh per acre for preparation of lay out plan of unauthorised colonies. If the university is not paid the counsultancy fee, it will stop preparing the layout plans of other recently regularised colonies. The layout plan is being prepared only for 395 colonies in Delhi which are on private land, of which 45 fall in EDMC  area.

The civic bodies has already refused to interfere in the colonies which are on government land due to fianancial issues.
