UD min seeks notification on building by-laws in 3 months

The minister wants simplified and user friendly building by-laws in place of the current by-laws which are in force since 1983 and are now not considered ‘people-friendly’.

The UD ministry has decided to place in public domain the ‘Draft Unified Delhi Building By-laws’ prepared by the Delhi Urban Arts Commission (DUAC). ‘It was decided in meeting that the Draft Unified Building By-laws prepared by DUAC in January, 2013 would be posted on the websites of the UD ministry. The DDA have sought suggestions from stakeholders over the next two weeks,’ said an IAS officer.

The officer said a consultative workshop would be organised involving all stakeholders including experts, architects and citizen bodies. ‘Suggestions received there in would be incorporated in the draft unified bye-laws which would be examined by a committee,’ said the officer.

The proposed unified building by-laws seeks to simply the procedure for obtaining sanctions for construction of buildings besides making them user-friendly and incentivising green and energy efficient construction.

‘A simple and self-explanatory version of by-laws along with simplified performas is intended to be made available which facilitates easy interpretation. Self-sanction by the architects and electronic processing of sanctions by the local authorities are also sought to be provided,’ said the officer.
Under the existing building by-laws, sanctions for constructions are required to be issued within 60 days from the date of application. However, given the complexity of the procedures and rules, open ended interpretation and complexity of documentation, the stipulated time line is seldom complied with. ‘The proposed by-laws seek to address these issues so that sanctions are issued quickly,’ said the officer.
