Treatment first, payment later: Delhi govt tells city hospitals

The health department of Delhi government has directed all private and government hospitals in the city to ensure health facility to victims of rape, accident and acid attacks free of cost. The government also announced a string of measures to hospitals, public or private, whether run by Central government or otherwise, to ensure health facility for the poor. In the new advisory, hospitals can’t refuse to hand over body of a deceased to his relatives on the ground of non-payment of outstanding dues.

‘We have issued advisory to all city hospitals to not deny immediate free medical aid to victims of sexual assault and acid attacks,’ health minister Satyendra Jain told reporters.

‘Hospitals must provide immediate medical care, without any delay due to any reason whatsoever, to persons requiring emergency medical care, especially victims of crimes, road accidents, acid attack, sexual assault or critical patients brought to them’, said Jain. He added:’The management of the hospital will be responsible to ensure no victim of rape or acid attack is returned without providing primary medical help or immediate medical treatment, free of cost.’

‘If the concerned hospital where the victim is taken does not have the advanced facilities to deal with the condition, then they should refer him to another hospital after primary medical treatment,’ he said.

Delhi government directed all government hospitals along with private hospitals and nursing homes to not force patients to buy drugs from in-house pharmacy and prominently display charges levied on health care services provided by them.

Jain said private hospitals are compelling patients to procure drugs from in-house pharmacy for their in-door and out-door treatment purposes in nursing homes and private hospitals, and added that now they will have to change the practice or face stern action. The advisory further says that any patient or attendant may be allowed to source requisite drugs for their treatment as per their choice. ‘The hospitals should maintain due dignity of dead persons under all circumstances. They must show respect to the dead, lay down a protocol for the dead and also sensitise staff to follow it,’ added the minister. The violation will attract prosecution under section 297 of IPC. The government will also procure 150 ambulances to ferry victims of rape and acid attack.
