SDMC proposes 45 per cent increase in property tax

Presenting his budget for the financial year 2015-16 for South Delhi Municipal Corporation, commissioner Manish Gupta on Tuesday proposed a hike of 45 percent on property tax. The commissioner also proposed to double one time parking charges and a new tax- professional tax; but ruling BJP immediately ruled out tax hike or any new tax.

‘I have not proposed hike in property tax but only a revison has been proposed on the basis of current consumer price index. The CPI in 2010 was 100 while in October 2014 it was 145, so I have proposed a revision of 45 percent in the property tax of residential properties,’ explained Gupta.

The commissioner has, however, proposed a flat 20 percent tax on rented and commercial properties which are presently in three categories, 12 per cent, 15 per cent, and 20 per cent.

The Swachha Bharat Mission launched by Prime Minister Narendra Modi has an impact on the budget in which commissioner has proposed to create two new accounts, one for the mission and another for sanitation under PPP scheme. Gupta has proposed an expenditure of Rs 10 crore on the mission for the year 2015-16. Besides, an additional account for temporary loan has been created to pay liabilities of the corporation for which Rs 70 crore has been allocated.

In the professional tax the commissioner has tried to include businessmen, professionals (doctor, engineer, architect, advocate etc.), tele-calling, employment agencies and target a revenue of Rs 20 crore in the next financial year. In the next financial year, the commissioner has proposed to outsource Delhi government’s PSU DIMTS to operate its parking sites. ‘We will use three R formula (reduce, reuse, and recycle) for better sanitation and disposal of municipal waste,’ said Gupta.

The civic body would construct 94 modern toilets on PPP mode, two waste energy plants and new engineered land fill sites.
