Rajasthan Assembly clears bills for Gujjar, EWS quota

The House also passed resolutions, requesting the state government to make efforts to get both the bills – Rajasthan Special Backward Classes (Reservation of Seats in Educational Institutes in the state and of Appointments and Posts in Services under the state) Bill 2015 and Rajasthan Economically Backward Classes (reservation of seats in educational institutes in the state and of appointments and posts in services under the <g data-gr-id="22">sdtate</g>) Bill 2015 – included in the Ninth Schedule of the Constitution.

Five communities – Banjara/ Baldiya/Labana, Gadiya Lohar/ Gadoliya, Gujar/ Gurjar, Raika/ Rebari/ Debasi and Gadariya/ Gadri/ Gayari have been included in the Bill for 5 per cent quota under SBC.

Both the bills will exceed the permissible legal limit of reservation in the state as the reservation under SC, ST and OBC categories will remain unchanged. The Vasundhara Raje-led BJP government had in 2008 passed a Bill, providing 5 per cent reservation to SBC and 14 per cent to EBC, but <g data-gr-id="28">it was stayed by the High Court</g>. This time, the government has decided to bring in separate bills for both the categories.

“The state government will also make full efforts to get the bills included in <g data-gr-id="24">ninth</g> schedule of the Constitution,” Home Minister Gulab Chand Kataria said in the House.

He added that in the opinion of the state government, the bills were necessary for the “upliftment and advancement” of backward communities and financially weaker sections of unreserved categories.

The minister said certain backward classes needed special treatment so that they could improve their condition and therefore, the state government had decided to provide five per cent quota to them under SBC.

A large percentage of the state’s population that suffered due to social and educational backwardness for years has started enjoying the benefit of the reservation policy and has been able to improve its standard, whereas poor classes of unreserved categories are unable to compete with other affluent classes, he said.

Haryana Jats to stage rally over reservation in December 
Alleging that <g data-gr-id="60">the the</g> Haryana government was “not serious” on Jat reservation, the Sarva Jatiya Khap on Tuesday said that it would organise a ‘maha-rally’ on the birth anniversary of Chaudhary Charan Singh on December 23 in the city. The group’s spokesperson, Sube Singh Samain, said a decision to organise a ‘Delhi gherao’ in February to press the demand will be taken the at the rally, which will be organised at the HUDA ground. The ‘maha-rally’ decision was taken at a meeting attended by representatives of two dozen <g data-gr-id="39">khaps</g> on Tuesday.
