Plan expenditure highest in four years, says Sisodia

Delhi’s plan expenditure in the financial year 2015-16 was highest in the last four years, revealed the financial data released by Delhi Deputy Chief Minister and Finance Minister Manish Sisodia on Tuesday.

“Plan expenditure of Rs 14,965 crore incurred during 2015-16 is the highest during last four financial years,” said Sisodia. 

The record expenditure was despite the fact that the regular budget was approved by the Delhi Assembly in the month of June and most of the works were taken up from July onwards. The final data also revealed that the tax collection shows a growth of 13.6 per cent despite no increase in VAT and no advance tax collection.  As per the data Rs 14,965 crore was spent during 2015-16 while the plan expenditure during the last four years was within the range of Rs 13,422 crore to Rs 14,271 crore. 

The non-plan expenditure, official expenses of the government was reduced from Rs 22,129 crore in 2015-16 to Rs 21,565 crore in the revised estimate and due to various economy measures taken by the government. “We are confident that actual non-plan expenditure will go down further,” added Sisodia.

The growth in tax collection during 2015-16 is 13.6 per cent as compared to 2.6 per cent in 2014-15 and 10.6 percent in 2013-14. As per the records of the revenue department the total tax collection during 2015-16 is Rs 30,225 crore which is 96.4 percent of revised estimates of tax collection of Rs 31,370 crore.  The government also registered growth in stamps & registration fees during 2015-16 which was Rs 3434 crore with a growth of 20.8 percent over the previous year collection of Rs 2842 crore.  In case of State Excise, the total collection in 2015-16 is Rs 4238 crore with a growth of 23.8 percent over previous year.  

Growth rate under VAT was 10.7 percent with a collection of Rs 20246 crore as compared to Rs 18289 crore collected in 2014-15.  

The growth under VAT during 2014-15 was only 2 percent.  The growth under Entertainment Tax during 2015-16 is about 60 percent as against 3.3 percent growth during 2014-15. Similarly growth under Luxury Tax is 33 percent  in 2015-16 as compared to 7.8 percent  growth in 2014-15.
