The first e-Sub Registrar office of Delhi was inaugurated at Mehrauli on Monday. It was dedicated to residents of the city by Chief Minister Sheila Dikshit. This step would signifies a quantum leap forward by the Revenue Department in its series of reforms to make the public experience of registration and stamping completely modern and user-friendly. Having already introduced e-stamping for all denominations of non judicial stamp papers, the Revenue Department has given the IT enabled look to the conventional registration process.
The task of constructing the building of the e-Sub Registrar office at a sanctioned cost of Rs 5.5 crore was entrusted to Delhi Tourism and Transportation Development Corporation [DTTDC], who have completed the work in a record time of only four months.
Delhi Vidhan Sabha Speaker Dr Yoganand Shastri, Delhi Revenue Minister, AK Walia, Social Welfare Minister Kiran Walia, Chief Secretary PK Tripathi, Divisional Commissioner Vijay Dev, MD, DTTDC GG Saxena were also present in the function.
At present, a person who wants to register a document has to deal with huge crowds, serpentine queues and lack of basic infrastructure like proper seating, drinking water and toilet facilities. Even after going through this ordeal, he or she has to make several rounds of the Sub Registrar office and wait endlessly before the document is registered and delivered.
Moreover, the new system envisages a process in which each applicant arrives at the e-Sub Registrar office with a pre-fixed appointment. The appointment can be taken online by accessing the website of the Revenue Department.
At the e-Sub Registrar office, the applicants would have access to the best infrastructure and amenities, which also figures in the special needs of the differently-abled. The e-Sub Registrar office at Mehrauli will cater to Hauz Khas and the model will be replicated at Rohini by September 2012 and at Geeta Colony, Nandnagari, Janakpuri, Narela and Kapashera by December 2012.
