Two bullets were shot at Mohanty, one in his shoulder and another in arm – when he was riding his scooter at about 9.30pm. The assailant fled after committing the crime.
The minister was rushed to the district headquarter hospital and then shifted to a private hospital in Bhubaneswar.
Police said they had launched an investigation. This was the second attack on Mohanty in the last two years.
On 30 January, 2012, an unidentified man had assaulted him with iron rods when he was addressing a meeting in a village.
