North steps up to rein in parking mafias, increases security fee

With an aim to rein in parking mafias in the area, the North Municipal Corporation of Delhi has decided to impose heavy penalty on violators in the city. The corporation will also take over 15 months’ parking fee as security in advance. In the first stage, the new policy will be implemented in 62 parking sites within a fortnight.

‘The contractors will have to deposit parking fee for 12 months as security in the form of demand draft at the time of allotment of authorisation letter,’ said Yogendra Singh Mann, Director, Press and Information, North and East MCD. He added that the decision has been taken to rein in parking mafias, who quote higher rates at the time of contract but ditch the agreement as the security amounts is too low.

Millennium Post, in its report on 12 July 2012, highlighted the issue with the title, Nexus between parking mafias, officers making North Corporation lose lakhs’. Again on 8 October 2012, the paper carried a report titled  North becomes mecca of parking mafias.

‘The corporation would get Rs 1.40 crore per month against the Rs 61.8 crore it was getting earlier from these 62 parking sites,’ said Yogender Chandolia, chairman of standing committee in North MCD.

Any parking contractor found violating the norms for the first time will be imposed a fine to the tune of 25 per cent of the monthly fee. Second time violators would have to cough up 50 per cent, third time 75 per cent and fourth violation would attract confiscation of one month parking charge and cancellation of contract or black listing.

In another major decision, the commissioner has delegated the power to take action against contractors. In the 62 parking sites to be operated under new parking policy, 19 are in Karol Bagh zone, 13 in City zone, 12 in Rohini, four in Sadar-Paharganj zone and 14 in Civil Line zone. The corporation has also identified 40 new parking sites,  and their names have been forwarded to traffic police for verification.
