As part of a public private partnership (PPP) model to improve education of municipal schools, the North MCD is planning to offer its primary school buildings to public schools on condition that they will reserve 25 per cent seats for its meritorious students. In addition, these public schools will impart training to teachers of municipal primary schools, provide teaching content, upgrade school infrastructure and organise joint extra-curricular activities.
‘The sole purpose of the scheme is to provide education and teaching environment to students of municipal schools at par with public schools in the city,’ said Mahender Nagpal, leader of the house in North Delhi Municipal Corporation (North MCD). ‘We have several school buildings at prime locations in the city, which would be rented to public schools in the evening shift,’ added Nagpal. Through the scheme, named as Samanjasya, the corporation has decided to target the educational groups who are running several public schools in the city and are willing to open new ones. As per the agreement, being prepared by the department, these public schools would be allowed to run schools offering classed VI to XII and reserve 25 per cent seats for the primary school students of the corporation without charging any fee or nominal fee.
‘These educational institutes invest crores to purchase land and construct buildings. If they are provided space they will upgrade our schools as per their requirements, which will benefit the students of the corporation without any financial burden,’ explained Nagpal. According to him, some public schools have already approached them for partnership.
The corporation is finalising the conditions of the agreements and in the first stage 10 municipal primary schools would be linked to public schools in the upcoming academic session, he added. The corporation has also plans for 30 model municipal schools boasting better educational infrastructure and teaching environment. Presently, North MCD runs 800 primary schools in its area catering to 4.5 lakh students from the economically weaker section.
INSURANCE FOR SCHOOLS LAUNCHED
North MCD has decided to launch its own insurance scheme for its primary school students and employees by creating a separate fund for it. Announcing the decision in the meeting of the house Leader of the House Mahender Nagpal said that the students and employees were not benefitted by the old system of insurance, which was launched in collaboration with Life Insurance Corporation of India (LIC) and the premium deposited by the civic body to LIC was an additional burden on it.
