Noida Authority approves mixed land use, opens up business opportunities

The Noida Authority, in its 180th board meeting earlier, had provided in-principle approval of mixed land use policy for specific areas within industrial and residential sectors and had sent it to the state government for final approval. The concept of mixed land use is present in the Master Plan-2031 of Noida. The Noida Authority had informed that the implementation of the policy will be effected from March 27.

As per the reports, allottees owning residential and industrial property will be able to convert it into mixed land use by paying 50 per cent of the cost difference between the prevailing residential or industrial sector rate and the reserve price of the commercial rate of the area, where the property is located. The policy will also allow certain support facilities to allottees after conversion. “For residential plots, guest houses, ATM, office space, cafeteria, laundry services, health centre, dispensary, etc will be allowed. For industrial plots, we will allow office space, ATM, showroom for display/sale of products manufactured in the unit, gym, health club, crèche, day-care centre, dispensary, etc,” said an official.

The in-principle approval by the authority and state government, however, elicited a mixed reaction. Resident welfare associations feel that utmost care should be taken while allowing commercial activities in residential areas. “Most people don’t mind allowing commercial use of residential property. But, care should be taken so that the sanctity of residential areas is preserved,” said an RWA member, adding that promoting multiplicity of land use could put an extra burden on infrastructure.

In December 2013, the Noida Authority had approved of the mixed land use policy in Noida Master Plan-2021, which allows offices, retail shops, eateries, and entertainment outlets in specific areas in industrial and institutional sectors. Announcing the decision, Rama Raman, chairman and CEO of the authority, had said: “The mixed land-use policy is part of the draft bill of the state Urban Housing and Habitat Policy 2013. We have approved this policy and will implement it keeping in mind the scarcity of land and the easy availability of a slew of facilities in commercial places. The policy will help individual plot owners as well as builders.”

“The mixed land-use policy has been a long-standing demand of individual plot owners and developers, who say this is an answer to providing people with everything at their doorstep. From workplaces to shopping; from entertainment to eating out, everything can be developed near the place of residence under this policy. The concept of mixed land-use is also becoming popular in other Indian cities,” the chairman had added.
