Rejecting all tax ‘hike and new tax’ proposals by the three municipal commissioners in the city, Delhi BJP president Satish Upadhyay on Thursday said that civic bodies cannot be made ‘earning units’ of the government.
‘We are against any-type of tax hike or new taxes. The civic bodies should levy taxes but not burden them as they are already facing price rise in the city,’ said Upadhyay, rejecting the tax proposals and tax hikes by the three civic bodies in the city.
The commissioners of North MCD, South MCD, East MCD had proposed 45 to 50 percent hike in property taxes on the basis of consumer price index, doubling one time parking charge and levying new taxes like professional tax, and naming fee. ‘The obligatory functions of the civic bodies are to provide basic civic amenities to the citizens- like primary education, primary health and sanitation.
The government should provide budget to the civic bodies as these services are not charged,’ he added.
‘We are of the view that civic bodies should bring more tax payers under the tax net. The hike in tax rates or levying new taxes would be a burden on honest tax payers,’ said Subhash Arya, chairman of standing committee in South MCD.
‘We will direct the commissioners to bring maximum tax payable citizens under existing tax net and prevent leakage of revenue by strict implementation of tax collection,’ added Arya, the veteran councillor who is also considered to be the voice of BJP on civic matters.
Presently, around one third properties in the city are paying property taxes to the civic bodies and two more sources of income — outdoor advertisement and parking; are also in the control of mafias.
In addition, the corporations have several vacant plots which the commissioners have been promising to redevelop as commercial complexes since past three years but no vein.
