“The Centre is considering raising the norms of NDRF. The states have been urged to utilise the amount in State Disaster Response Fund (SDRF) with reference to compensation in the context of unseasonal rains,” Singh said.
Speaking about the impact of untimely rains on wheat crops, the minister said the unseasonal rains during the harvest season will hit the country’s wheat output prospects. Singh said that the wheat output could drop by 4-5 per cent.
The Agriculture Minister also mentioned that the state governments have been authorised to notify disaster in local context and expenditure for relief can be met from SDRF within the limit of 10 per cent of the fund available under the corpus fund. Urging the state governments, Singh asked for memorandum on the area affected by the unseasonal rain as soon as possible so that a proper assessment may be done by the Centre.
Singh further added that despite the rain deficit of 12 per cent in 2014 monsoon, there has been only a decrease of minimal 2 per cent in the sowing area and there has been a very insignificant decrease in the overall production.
